I don't mind that he isn't on TV, because I don't think he's that good of a wrestler when you look at the other stars on SmackDown. He is only good as a heel, but he pales in comparison to someone like Santino who is sort of the same style of heel, at least to me. To me, Carlito is kind of a "goof ball" heel but he is just not as funny as Santino nor does he have the same heat that Santino receives.
